The Directorate of Enforcement, Hyderabad Zonal Office, has filed a prosecution complaint before a Rangareddy court against Roop Singh Meena, a former Assistant Sub Inspector and ministerial staff member of the Central Industrial Security Force (CISF) at the National Industrial Security Academy (NISA) in Hyderabad, under the Prevention of Money Laundering Act, 2002. The court took cognisance of the complaint on January 28.

The case against Roop Singh Meena was taken up by the ED following an FIR registered by the Telangana Police alleging diversion of National Pension Scheme contributions belonging to CISF personnel. Investigators found that while working as a head constable and clerk attached to the NPS section at NISA, he misappropriated funds by altering bank account details linked to Permanent Retirement Account Numbers of serving and former CISF personnel.

According to the ED, the accused exploited his authorised login credentials to access NPS accounts and diverted contributions to other accounts, from which premature withdrawal requests were raised. The siphoned funds were then withdrawn after the altered accounts were credited. Through this method, an amount of ₹60,26,321 was allegedly embezzled.

The probe revealed that the money was laundered through multiple bank accounts held in the names of the accused, his family members, friends and other individuals who were unaware of the purpose for which their accounts were used. The funds were layered across accounts before being transferred back to his own accounts or withdrawn in cash.

Investigators stated that a substantial portion of the proceeds of crime was spent on personal expenses, including marriage-related costs, medical treatment, repayment of old debts and investment in a dairy business. The case was later taken over for investigation by the CBI, Anti-Corruption Branch, Hyderabad, in June 2025.

The ED had earlier provisionally attached movable and immovable properties worth ₹80,626 belonging to the accused under the provisions of the PMLA.
