ASI rules state individuals holding Ministry of Tourism licences and body’s approval are authorised to offer guide services. | Photo Credit: File Photo Following a December 2025 circular by the Archaeological Survey of India (ASI) barring unlicensed individuals from working as tourist guides at the Red Fort, a quiet unease has set in among historians, scholars and heritage conservationists. Some say the tightened restrictions have not only put their livelihoods at risk but also led to instances of harassment at historical sites over the past four months. The ASI circular reiterates that only duly trained individuals holding licences from the Ministry of Tourism and endorsed by the body are authorised to offer tour and guide services. However, walk curators argue that heritage walks are distinct from conventional tour guide services. They note that Delhi has a long tradition of such organic, curated experiences, often led by historians, scholars, professors and heritage enthusiasts on request. They also point to similar initiatives by the Delhi Tourism Department to promote night tourism and cultural engagement.
