File | Photo Credit: The Hindu Around 3.26 crore of the 12.55 crore voters in Uttar Pradesh, whose names appeared in the draft electoral list at the conclusion of the enumeration phase of the Special Intensive Revision (SIR) process, could be sent notices asking them to attend hearings. Of these 3.26 crore people, the names of nearly 1.04 crore could not be mapped to the 2003 voter lists when the last SIR had been conducted, while 2.22 crore had “logical discrepancies” in mapping, sources in the State Chief Electoral Office told The Hindu. Also Read: SIR in Uttar Pradesh | The first cut is the deepest Those who could not be mapped to the 2003 lists must either appear before the Assistant Electoral Registration Officer (AERO) or Electoral Registration Officer (ERO) as specified in the notices and submit documents among the 12 mandated by the Election Commission of India to prove their age, citizenship and place of residence. Those who received notices regarding logical discrepancies will also have to attend the hearings and provide the requisite documents to clear the doubts. Some of the logical discrepancies that have been flagged are: an age gap of less than 15 years between parents and their children; one parent being mapped with more than six children; an age gap of less than 40 years with grandparents; and a mismatch in names. However, sources said that discrepancies regarding a mismatch in names would be first reviewed by the Booth Level Officer. If the mismatch was only due to spelling mistakes or other minor differences, then the elector would not be required to submit copies of documents. Of the 15.44 crore voters in the earlier 2025 list, 12.55 crore names were retained in the draft list published on January 6. With the publication of the draft list, the month-long claims and objections phase got underway, and the final list would be published on March 6. The draft list in Uttar Pradesh was published after a 62-day enumeration phase of the SIR, which had seen three extensions in the State. The exercise was originally scheduled to end on December 11. The first extension was for 15 days till December 26, the second till December 31 and finally, January 6. The exercise involved nearly 1,72,486 BLOs appointed by the EC and 5,76,611 booth-level agents appointed by recognised parties. The 2.89 crore names deleted are the highest for any State in absolute numbers. Out of these, 46.23 lakh voters (2.99%) were found to be deceased, 2.17 crore voters (14.06%) had either permanently migrated or were not available during the verification process, and another 25.47 lakh voters (1.65%) were found to be registered at more than one place.
