Telangana CM moots 15% of Govt employees salaries be deposited in neglected parents’ accounts

The Telangana Government has announced its resolve to implement reforms in child and senior citizen care with far reaching consequences.

It has launched Bala Bharosa and Pranaam Day Care Centres on Monday (January 12, 2026), two of its kind initiatives for children and senior citizens, even as Chief Minister A. Revanth Reddy has said punitive measures would be taken against government employees who are found guilty of neglecting their parents.

The Chief Minister made the comments after launching Bala Bharosa and Pranaam Day Care Centres for elderly. The Pranaam centres — constructed at a cost of ₹1 crore each in 37 locations — were aimed at serving as a hub for interaction for senior citizens with their counterparts, equipped with good quality food and other amenities. The Government also launched a first of its kind scheme in the country aimed at empowering persons with disabilities (PwD) with assistive devices.

Mr. Reddy lamented that people from poor and middle class backgrounds neglected their parents once they settled down with jobs in the Government departments. Understanding the plight of such parents, the Government had decided to take a humanitarian initiative to ensure that they were not left to their fate.

He announced that the Government would amend the relevant laws to ensure that part of amount from the salaries of employees, around 15%, was deducted and deposited directly into the accounts of parents if they were found neglecting parents. “People who don’t care about their parents have no responsibility towards society. The Government is here to set them right,” he said.

Transgenders as co-opted members of ULBs

The Chief Minister announced another major initiative, nominating members from transgenders community as co-opted members to the Urban Local Bodies that were going to polls soon. He felt that transgender persons were being discriminated against and their problems went unheard. “I am actively considering nominating transgenders as co-opted members in the municipal bodies so that they can raise their issues in the public fora and get their issues resolved,” he said.

The Chief Minister said the issue would be discussed elaborately in the next meeting of the State Cabinet so that an appropriate decision could be taken. The Government had already decided to give two bedroom houses and housing plots to transgenders as a measure to instil confidence among them that the Government had adopted a humanitarian approach towards them.

Proactive decisions for PwDs

The Chief Minister said the Government had taken a proactive decision to encourage persons with disabilities in education, employment and sports. Accordingly, reservation for PwDs in recruitment to Government jobs was being implemented while the Government had given Group-II job to a specially-abled girl who won medal in the Paralympics competitions.

“There is intense competition and persons with disabilities should not feel left out. The Government had therefore launched several initiatives to clear their doubts and ensure that they get their due,” he said. Mr. Revanth Reddy quoted the example of senior politician S. Jaipal Reddy who never felt that he was specially abled and rose to become the best parliamentarian.

Deputy Chief Minister Mallu Bhatti Vikramarka said that the Government for the first time had allocated ₹50 crore each in the first two years for the welfare of persons with disabilities and senior citizens. The allocation for these sections in the 10-year Bharat Rashtra Samithi (BRS) rule was just ₹60 crore and the Congress Government had fulfilled its commitment as a Government with humanitarian approach. Ministers Damodar Rajanarsimha, A. Lakshman Kumar and Danasari Anasuya alias Seethakka also spoke.
