Indian Administrative Service (IAS) officer Sanjeev Khirwar has been appointed as the new Municipal Corporation of Delhi (MCD) commissioner with immediate effect, according to a notification issued by the Ministry of Home Affairs on Wednesday. Mr. Khirwar, a 1994-batch officer from the AGMUT cadre, worked as Principal Secretary (Revenue) in Delhi in 2022. He was then transferred to Ladakh, where he served as Principal Secretary for Health and Medical Education. He takes over from Ashwani Kumar, a 1992-batch IAS officer who has been transferred to Jammu and Kashmir, as stated in an earlier order. MCD budget MCD Standing Committee chairperson Satya Sharma on Wednesday said the final outlay of the estimated budget for the year 2026-27 will be presented on January 28. “Keeping in view the current situation of Delhi and MCD, the budget has been finalised to ensure better civic facilities for citizens and to provide a new direction to the overall development of the city,” she said. A senior MCD official said that ₹20 crore in the budget estimates has also been allocated for the microchipping of dogs. Each implanted chip will carry a unique ID and vaccination status information. Separately, ₹4 crores have been allocated for a dog shelter construction. “As per the Supreme Court guidelines, we are in the process of building a dog shelter for permanent relocation of aggressive dogs in Dwarka at a 2.5-acre plot with a capacity of sheltering 1,500 dogs,” the official said.
