The ongoing U.S. blockade of Iranian ports has been a significant sticking point, and that issue is likely to be further complicated by Mr. Trump’s Sunday announcement that an American destroyer had fired on and hit an Iranian ship that tried to evade it. Since April 7, Manipur has witnessed five killings, including that of two children, but there have been no arrests in any of the cases so far.
