The approach paper for the fifth Loka Kerala Sabha presents a comprehensive framework to deepen Kerala’s engagement with its global diaspora, and positions expatriate Keralites as active partners in the State’s economic transformation, social development, and knowledge economy. The document calls for enhancing monitoring mechanisms so that deliberations of the Sabha translate into tangible policy outcomes rather than remaining consultative exercises. One of the main focus areas is the mobilisation of diaspora capital and expertise for Kerala’s development priorities. The approach paper identifies sectors such as infrastructure, information technology, healthcare, higher education, tourism, renewable energy and knowledge-based industries as areas where overseas Keralites can play a catalytic role. It also highlights the scope for diaspora participation in major infrastructure initiatives, including projects supported through the Kerala Infrastructure Investment Fund Board (KIIFB). The government also places strong emphasis on harnessing the professional and intellectual capital of the diaspora. It proposes structured engagement with Keralite professionals working in science, medicine, engineering, academia, public policy and emerging technologies. The approach paper also draws attention to the challenges faced by migrant workers, including legal vulnerabilities, workplace exploitation, health risks and the lack of social security abroad.
