Preparations are in full swing across various local bodies to ensure the timely completion of development projects scheduled for the 2025–26 financial year. With only two months left to meet the fiscal targets, many local administrators have begun panchayat-level performance reviews and are preparing priority lists.

According to Local Self-Governments department (LSGD) officials, a district-level review of the implementation of various projects will be conducted in the coming weeks in consultation with the District Planning Committee. They said that arrangements would also be made for proper planning of welfare projects for the upcoming fiscal.

The preliminary review shows that many local bodies are still lagging in executing approved projects. Shortages of funds and delays in approval by higher authorities are cited as the main reasons for the slow progress.

“The technical delays following the recent local body elections and the negligence of previous administrators cannot be ignored when reviewing the progress of various projects,” said a newly elected grama panchayat president in Kozhikode district. He added that the new team of administrators would have to work hard to meet the targets within a short time frame.

Financial constraints have emerged as a major concern ahead of the execution of several key welfare projects. These include the improvement of rural roads, drinking water schemes, rural housing programmes, and other poverty alleviation initiatives.

“The lack of proper planning and the delayed submission of projects by local administrators continue to be the main reasons for the partial completion of annual plans. Last fiscal, a similar situation occurred even though there were no technical issues related to the elections,” said a senior LSGD official in Kozhikode district. He added that delays in implementing spill-over projects remain another concern.

Meanwhile, the heads of some grama panchayats claimed that several unexpected technical factors had contributed to the delayed execution of welfare projects. They argued that one major issue was the denial of project approvals by authorities without valid reasons, adding that shortages of funds had further crippled the momentum.
