Communist Party of India (Marxist) [CPI(M)] State secretariat member M.V. Jayarajan on Sunday (January 25, 2026) raised concerns over an unusually high number of applications for inclusion, correction and transfer of names in the electoral roll under the Special Intensive Revision (SIR), with reference to 2002 voters’ list.

Citing that the CPI(M) has submitted a complaint to theChief Electoral Officer (Kerala), he said that according to data available on the Election Commission of India’s (EC) website, certain districts and Assembly constituencies in Kerala have received an abnormally large number of applications under Form 6, Form 6A and Form 8. He saidwhile most districts have recorded around 1.5 lakh applications, districts such as Kannur, Kozhikode, Malappuram, Palakkad, Thrissur, Ernakulam, Kottayam and Thiruvananthapuram have recorded more than two lakh applications, with some nearing six lakh. He said such a trend is highly unusual and warrants transparency, along with clear communication to recognised political parties.

Mr. Jayarajan said the Kannur, Azhikode and Taliparamba assembly constituencies have reported exceptionally high number of applicants. He alleged that many of these applications are being processed without complete verification by booth level officers (BLOs).

He alleged that attempts are being made to include non-residents of Kerala, including residents of other States such as Tamil Nadu, Odisha and Bihar, as well as migrant workers who do not have permanent residence in Kerala, in the electoral roll.

He also pointed out that in certain assembly constituencies, more than 10,000 voters have reportedly been shifted from one constituency to another, describing this an abnormal development that requires serious examination by the Commission.

He urged the EC to immediately implement the following measures, including publishing on its website the list of applications for inclusion in the electoral roll and sharing copies with political parties; urgent publication of details of 26,01,201 individuals currently mentioned on the commission’s website as newly included voters, as the manner of their inclusion is stated to be questionable; ensuring that no application for inclusion is decided without proper verification by BLOs and issuing prior intimation to booth level agents during the verification process.
