Justice T. Madhavi Devi of Telangana High Court dismissed a writ petition filed by Raosmerta Technologies questioning its disqualification from a tender for procuring PVC QR code smart ration cards. 

The judge observed that there was no arbitrariness in the decision of the authorities in disqualifying the company from the tender. The Civil Supplies department nearly a year ago issued tender notification for procuring nearly one crore smart ration cards. The company knocked the doors of the HC stating that its technical bid was rejected. 

The Government Pleader for Civil Supplies, Arjun, contended that the petitioner company failed to produce an encrypted QR application that could instantly fetch digital ration card details without external links. The absence of required security features on the sample card was another reason for disqualification of the company. 

The judge held that there was no illegality in the decision of the government since it had the prerogative of choosing the bidder with better technological features in such projects.
