The Kadapa district administration imposed the P.D. Act on individuals found to be repeatedly engaging in various forms of crime. Recently, three habitual offenders were identified and booked under the P.D. Act due to the threat they posed to public order.

Kavati Aruna of Pulivendula, who is involved in 16 cases of theft, Thonda Posamma of Gokavaram (East Godavari), who has 27 cases against her, and Thonda Pothuraju, with 56 cases in his name, were identified as habitual offenders.
