Aiming to democratize and modernize higher education, Sreenarayana Guru Open University (SGOU) on Tuesday presented its sixth annual budget for the 2026-27 financial year.

Presented by V.P. Pramanth, Finance Standing Committee chairperson and syndicate member, the budget outlines an estimated expenditure of ₹200.38 crore against a projected income of ₹187.78 crore, resulting in a deficit of ₹12.59 crore. The budget places significant emphasis on infrastructure development, technological integration, and the introduction of new vocational programmes.
The highest financial priority has been accorded to the university’s physical and academic infrastructure. A massive ₹90 crore estimate and master plan have been prepared for the construction of the main university campus at Mundakkal, Kollam, with initial works receiving an allocation of ₹20 lakh.

Furthermore, a substantial ₹21 crore has been earmarked for the establishment of a dedicated Knowledge Centre, which will integrate modern science and technology into the learning process. The budget also facilitates the construction of the Pattambi regional centre complex, utilizing ₹5 crore previously allocated by the government to begin work immediately.
Digital transformation and learner support form the core of the academic initiatives. To enhance the learning experience, ₹1.95 crore has been allocated for furniture, equipment, and specialized software. The university plans to launch ‘SLM DIRECT,’ a ₹1 crore project to deliver self-learning material directly to students. To keep pace with global trends, ₹72 lakh has been set aside for an AI-based Enhanced Digital Learning Centre to produce educational videos, while ₹50 lakh is designated for the preliminary costs of establishing a centre for online education to launch UGC-approved online programmes.
The budget also introduces several innovative social and research-oriented projects. A ‘Center for Innovative Initiatives’ will be established with an allocation of ₹50 lakh to promote and coordinate modern ideas within society. Recognizing the importance of inclusivity, ₹54 lakh is dedicated to improving facilities for learners in tribal areas, and ₹20 lakh is allocated to develop textbooks in the mother tongue to boost independent learning skills. Additionally, the budget supports research through a ₹5 lakh fund for a multi-disciplinary journal and another ₹5 lakh for awards to faculty members for excellence in research and publications.
Looking toward the future job market, the university is set to launch a diverse array of new courses. These include certificate and diploma programmes in high-demand fields such as Cyber Security, Forensic Law, Criminology, and AI-driven Port Operations and Logistics. Vocational training in Drone Operations, Geriatric Care, Montessori Pedagogy, and Nursing will also be introduced. Furthermore, the budget provides funding for specialized courses in Finance, Media, Music, Dance, and Yoga, ensuring a holistic and skill-oriented approach to open education.
