The State government has initiated steps to redistribute the existing staff of the Greater Hyderabad Municipal Corporation among the three new corporations proposed in place of the GHMC

The State government has announced its resolve to create Cyberabad and Malkajgiri municipal corporations, retaining the core city under the GHMC. Accordingly, it has started the exercise to redeploy the existing staff at different levels to the three corporations holding consultations with different departments and experts on the options available. The development assumes significance as litigations have been filed in the High Court over the reorganisation of the GHMC at a time when there is a freeze on altering the profile of administrative unit till the Census work is completed.

There are broadly three categories of employees: GHMC-born or those recruited directly to the corporation, officials and staff belonging to the Municipal Administration department in key sections like Town Planning and staff working on deputation from other departments like Forests. This is in addition to the huge number of contract and outsourcing workers engaged in different sections.

Officials see no scope for problems on account of redeployment, as factors like Presidential Orders and local status will not come into play. “Some employees are already in positions. Mechanism has to be evolved to redeploy the staff to make the three new corporations function effectively in discharge of their duties,” senior officials told The Hindu.

While redistribution of employees is unlikely to pose any major problems, officials, however, feel that the division of assets and liabilities between the three new bodies will be a challenging task before the government.
