The proposed JC is meant to “coordinate the takeover of Phase‑I and the preparatory work for Phase‑II,” according to Union Minister for Housing and Urban Affairs (MoHUA) Manohar Lal Khattar. This was conveyed by Union Minister for Coal & Mines G. Kishan Reddy in a letter to Chief Minister A. Revanth Reddy on Friday (January 16, 2026). The Secunderabad MP met Mr. Khattar in New Delhi on Thursday to discuss the progress of HMR Phase‑II proposals. He was informed that the Centre will convene the JC and proceed further once the State Government submits its nominations. Mr. Khattar also told Mr. Kishan Reddy that the Chief Minister had earlier agreed to the formation of the JC and to nominate two officials from Telangana during their previous interaction in Hyderabad. According to Mr. Khattar, the takeover of HMR Phase‑I from L&T by the Telangana government “must be completed first,” and “all agreements, decisions, and financial transactions related to the process must be finalised before the Centre can move forward.” Mr. Kishan Reddy reminded the Chief Minister that MoHUA had not yet received the names of the two State government nominees and urged the government to make the nominations at the earliest to avoid further delay. “I also request that the takeover of Metro Phase‑I from L&T be expedited and that the proposals for Phase‑II be submitted to the Government of India thereafter,” he wrote. The Union Minister also noted that the Chief Minister has announced the decision to complete the takeover of HMR Phase‑I from L&T, after which metro operations and services will be run by the Government to address Hyderabad’s traffic challenges and improve public transport infrastructure. The HMR Phase-II A & B proposals spans a total of 162 km across eight corridors and costs ₹42,000 crore.
