The Andhra Pradesh government’s total liabilities, including those of Public Sector Undertakings (PSUs), stood at ₹9,74,556 crore as of June 12, 2024, according to  Finance Minister Payyavula Keshav.

Replying to a question raised by Bucehpalli Siva Prasad Reddy, Tatiparthi Chandra Sekhar, and Akepati Amarnath Reddy during the question hour in the Assembly on Thursday, the Minister said that the government released a White Paper on June 12, 2024 as per which the total liabilities stood at ₹9,74,556 crore. Additionally, off-budget borrowings beyond the budget as of March 31, 2024, were reported at ₹1,40,470 crore, as per the audit observations of the Principal Accountant General, he said.

As per the data placed before the House, the total net borrowings during the financial year 2024–25 stood at ₹60,485.40 crore. For the financial year 2025–26, up to December 31, 2025, net borrowings amounted to ₹53,878.71 crore. Internal debt accounted for ₹54,985.62 crore in 2024–25 and ₹43,154.69 crore in 2025–26 (up to December). Loans from the Government of India showed a negative figure of ₹2,401.79 crore in 2024–25 due to a prior period adjustment linked to back-to-back loans issued in lieu of GST compensation shortfall. In 2025–26, such loans amounted to ₹5,679.12 crore.

Borrowings under the Special Assistance to States for Capital Investment (SASCI) scheme stood at ₹7,901.57 crore in 2024–25 and ₹5,044.90 crore in 2025–26 up to December.

The White Paper detailed the composition of the ₹9.74 lakh crore liability. Of this, direct government debt stood at ₹4,38,278 crore, while public account liabilities were ₹80,914 crore. Corporation debt was pegged at ₹2,48,677 crore. Dues for civil supplies subsidy amounted to ₹36,000 crore and dues to the power sector stood at ₹34,267 crore. Outstanding dues to vendors and various schemes were reported at ₹1,13,244 crore, while dues to employees were ₹21,980 crore. The report also noted a non-contribution of ₹1,196 crore to the Sinking Fund.
