In a letter addressed to Chief Election Commissioner Gyanesh Kumar and the two Election Commissioners, Congress general secretary (communications) Jairam Ramesh flagged that two notices bearing the same reference number and date — April 22 — had been issued but signed by different officials, with no clarity on whether one had been withdrawn.
