This submission was made before the court by government counsel during the hearing of a petition, filed on April 8 by three students, Sahana R. Naik of Chikkamagaluru district, Anusha and Sudiksha of Udupi district. The petition was filed after Minister for School Education and Literacy Madhu Bangarappa’s announcement, after the exams had begun but before the third langauge exam was held, that grading instead marking system will be adopted for third languages, including Hindi.
