Kerala Congress (M) chairperson and Rajya Sabha MP Jose K. Mani on Wednesday (April 15, 2026) suggested that the next delimitation exercise in India should be based on “multi-factor matrix” as opposed to the Union government’s current proposal, which he argued could “fundamentally alter the political balance among States” given that it was largely driven by population alone.

Mr. Mani suggested that, instead of this, the Centre should consider a matrix that distributes weightage between the current population, population growth indicators such as the Total Fertility Rate, and the existing share of Parliamentary seats to arrive at a delimitation formula that will “ensure demographic fairness while safeguarding federal balance and representational stability”.
