Congress to place legal teams in every district; they will be our eyes and ears: Singhvi

The All India Congress Committee’s (AICC) Law, Human Rights and RTI Department will be expanded to the district level across the country as part of a wider organisational strengthening exercise, the Congress party announced on Tuesday (January 6, 2026).

Every administrative district in the country will have a unit of the department comprising at least five active and prominent lawyers, the Department’s chairman Abhishek Singhvi said.

These district-level teams will coordinate legal activities and handle litigation on behalf of the party. “They will be our eyes and ears on the ground,” Mr. Singhvi said, adding that the move was part of the Congress’s expansion programme being driven by the party’s senior leadership, including Congress president Mallikarjun Kharge and Leader of the Opposition in the Lok Sabha Rahul Gandhi.

Rapid response force

Mr. Singhvi said the department will also constitute a ‘Rapid response force’ comprising leading lawyers in each State. These teams will be tasked with promptly taking up legal matters and court cases involving the party in their respective States.

These decisions were taken at a meeting of the department held on Tuesday, which was attended by senior Congress leader Salman Khurshid and 11 state chairpersons.

The meeting also resolved to create a comprehensive, computerised directory of members of the Law, Human Rights and RTI Departments across the country.

In an effort to engage young people outside the party’s traditional structures, Mr. Singhvi also announced the launch of an internship programme aimed at individuals aged between 21 and 28 years who are not currently associated with the Congress.

Initially, one or two interns will be attached to each of the party’s 127 (Lok Sabha and Rajya Sabha) MPs. The internship programme will subsequently be extended to MLAs as well, he added.
