Several landlords in Delhi are still receiving rents fixed decades ago, despite property prices and living costs having surged across the city. This is due to the Delhi Rent Control Act, 1958, a law introduced after Partition to protect tenants during a severe housing crisis.

While it served an important purpose at the time, the law today has left many property owners stuck with negligible returns, limited rights over their own properties, and years of litigation.
