The Gujarat government has digitised around 20 high-demand citizen services across key departments, acting on the recommendations of the Gujarat Administrative Reforms Committee (GARC). According to the committee’s report, about 4% of services on the Digital Gujarat platform are now enabled for complete end-to-end digital delivery. A significant number of services, however, continue to be provided through Jan Seva Kendras and e-Gram centres. The Digital Gujarat platform receives nearly 1.20 crore applications annually, of which around 87 lakh pertain to these 20 services, underlining their importance in routine citizen-government interactions, officials said on Monday (March 23, 2026). Sugam Initiative The services have been rolled out under the Sugam Digital Gujarat Initiative led by the Department of Science and Technology. The initiative aims to facilitate faceless, cashless and paperless delivery of public services, they said. In the first phase, services from five departments, including Social Justice and Empowerment, Revenue, Legal, Food and Civil Supplies, and Tribal Development, have been brought online. These include issuance of caste and income certificates, non-creamy layer certificates, and EWS certificates. Ration card-related services such as addition or deletion of names, corrections, new and duplicate cards have also been included. Certified copies from the Revenue department and ready affidavits from the Legal department are part of the rollout. The platform supports Aadhaar-based authentication, API-driven verification, DigiLocker integration, eSign facility and UPI-based payments. Certificates will carry QR codes, and some services will be accessible through WhatsApp. The government said application forms have been simplified, with provisions for reusing previously submitted data. Further expansion of digital services is planned in phases, along with initiatives such as development of Gujarati language AI models and wider integration across departments. The reforms are expected to reduce processing time, enable real-time tracking, and minimise the need for physical visits, while improving accuracy of records.
