The Belagavi district administration plans to lease out the day-to-day management of the Kala Mandir cultural complex in the city. This follows an instruction from Deputy Commissioner Mohammad Roshan who held a meeting of Smart City Limited officers recently. Officials pointed out that two earlier attempts at leasing it out by inviting tenders did not succeed as only one bidder came forward to take up the offer. The complex inaugurated by Chief Minister Siddaramaiah in April last year is yet to function properly. Engineers of Smart City Limited built the centre at a cost of ₹47.8 crore. It includes two halls with audio visual equipment, entertainment area, eating area and some stalls. Official sources say that differences between some political leaders in the district over taking credit for the construction and competition over appointment of agencies is leading to the delay in opening up the facility. However, art lovers have urged the State government to start the centre as soon as possible. “Belagavi has several active art and theatre groups. However, there are only two halls available for cultural performances in the city and a third will be a blessing for us. Officials should throw open the facility and equip it further,” said theatre person D.S. Chougale. Managing Director, Belagavi Smart City Limited, Kavita Warangal said that a fresh tender will be called soon.
