The Transport Department on Thursday stated that officers have observed that vehicle dealers sending Form 20 through courier or speed post have been causing delays in the registration process. To improve efficiency, the Road Transport Department has decided to put an end to dealers submitting hard copies of Form 20. The department said dealers must now upload scanned copies of Form-20, signed by the vehicle owner and the financier, if applicable, along with other required documents through the online Dealer Point Registration system. RTA offices will no longer accept any physical documents for vehicles that obtain Temporary Registration (TR) on or after Friday (March 13). The department reiterated that the Dealer Point Registration system was implemented in the Transport Department on January 24, 2026. Earlier, orders had already removed the requirement of producing fully built non-transport motorcycles and motor cars before RTA offices at the time of first registration. Under the new system, dealers will upload the scanned documents through the online portal, after which RTA officials will scrutinise the applications and either approve them or return them within two working days. The Department has warned that strict action will be taken in the event of delays by officials. The orders also state that RTA offices will not accept physical documents for vehicles that obtain temporary registration on or after March 13. For vehicles that received temporary registration prior to this date, dealers have been permitted to upload scanned copies of Form-20 and other documents online to obtain permanent registration. Making dealers fully accountable, the Transport Department said they will be held responsible for the authenticity of the documents uploaded. The department added that criminal action will be initiated if false or forged documents are submitted. Further, dealers have been directed not to keep applications pending for more than seven days at their end. In case of violation, their dealer login credentials will be suspended and action taken as per the rules. All authorised automobile dealers have been advised to submit Form-20 and related documents only through the online system for the permanent registration of vehicles.
