Registration for bulk waste generators will be mandatory from April 1, 2026, the Greater Chennai Corporation (GCC) has said. Failure to register within the stipulated period will attract penal action under the Rules, according to the civic body. The Chennai Corporation said all eligible entities must complete online registration within 30 days as the Solid Waste Management Rules, 2026 will come into force. As per the Rules, any entity meeting at least one of the specified criteria will be classified as a Bulk Waste Generator (BWG). The criteria include a building with a floor area of 20,000 square metres or above, water consumption of 40,000 litres per day or more, or solid waste generation of 100 kilograms per day or more.

The definition covers institutional users, commercial establishments, residential associations and societies, hotels, hospitals, educational institutions, IT parks, marriage halls, shopping malls, markets, industrial units and other large establishments.

Duties

Under the Rules, 2026, BWGs must ensure segregation of waste at source, undertake on-site processing of biodegradable waste through composting, bio-methanation or other approved decentralised technologies, submit annual returns as prescribed, and make arrangements for the collection and handing over of dry waste, sanitary waste and other special care waste to the local body or an agency authorised by it.
