Union Finance Minister Nirmala Sitharaman said this is the first budget that was prepared in the Kartavya Bhavan. She went on to add the Union government has three kartavyas (duties) towards people.

Ms. Sitharaman was presenting her ninth Budget in the Parliament on Sunday (February 1, 2026). This is the first time in the history of India that the Union Budget is being presented on a Sunday,

The first kartavya, she saidwillaccelerate and enhance economic growth. The second kartavya will fulfil the aspirations of the people and the third kartavya will ensure every family, community, region, sector has access to resources and opportunities. “‘Sabka Sath, Sabka Vikas’ is the third Kartavya of government,” the FM Sitharaman said.

Prime Minister Narendra Modi on August 6, 2025 inaugurated Kartavya Bhavan, the first of the ten upcoming Common Central Secretariat buildings to house the bureaucracy. Kartavya Bhavan-03, the first to be inaugurated, will house the Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas Ministries, and the Principal Scientific Adviser’s office.
