The Kerala High Court has impleaded Communist Party of India (Marxist) [CPI(M)] State secretary M.V. Govindan as a party to petitions filed challenging the State government’s door-to-door survey named ‘Navakerala Citizens Response Programme’.

Kerala Students Union president Aloshious Xavier and others had alleged in their plea that public and government funds were being misused to conduct the survey for a partisan political campaign that was disguised as an administrative exercise, prior to the upcoming Assembly polls.

The petitioners had filed interlocutory applications, seeking to implead Mr. Govindan as a party to their pleas.
