The Madurai Bench of Madras High Court on Thursday stayed a tender notification issued for the construction of a Class-A bus stand at Karuppur village in Sakkottai panchayat in Kumbakonam in Thanjavur district.

A Division Bench of Justices G. Jayachandran and K.K. Ramakrishnan was hearing the public interest litigation petition filed by Ward 35 Councillor of Kumbakonam Corporation P. Kumaresan of Darasuram in Thanjavur district.

The petitioner said the tender notification dated November 7, 2025, is illegal and arbitrary. The tender notification is vitiated in law as it has been issued without any valid resolution of the Municipal Council approving the establishment of a new bus stand.

Under Tamil Nadu Municipal Corporation Act, all major infrastructure projects involving financial and policy decisions require prior approval of the elected Council, he said and sought a direction to stay all further proceedings of the tender notification. The court posted the matter to March 26.
