Telangana’s Bhu Bharati initiative, Kaleshwaram and Mission Kakatiya appreciated in Economic Survey 2026

Land reforms initiated by the Congress Government in Telangana, especially the introduction of Bhu Bharati portal, has come in for praise from the Central Government.

The Economic Survey 2026 introduced in the Parliament on Thursday (January 29, 2026) lauded the Telangana Government’s digital platform where the Revenue, Stamps and Registration departments are integrated with Bhu Bharati portal.

What is Bhu Bharati?

The Bhu Bharati portal is a major initiative of the Congress Government removing the disparities that crept into the land records ever since the introduction of Dharani portal by the previous Bharat Rashtra Samithi (BRS) Government.

With complaints on the errors in the records mounting, the Congress has constituted a high power committee to study the functioning of Dharani which recommended reform in the Record of Rights Act — which was subsequently christened Bhu Bharati. Telangana’s land reform found mention in the survey — which recalled the multiple initiatives taken up under the Digital India Land Records Modernisation Programme introducing Unique Land Parcel Identification Number which is titled as Bhu-Aadhaar as well as National Generic Document Registration System.

Secure, transferable property rights are essential for land to function as capital. They allow land to be used as collateral, traded in formal markets, and redeveloped efficiently, the Economic Survey said.

KLIP and Mission Kakatiya comes under praise

Much to the discomfiture of the Congress Government, the Economic Survey praised major flagship projects like Kaleshwaram Lift Irrigation Project and Mission Kakatiya (tank rejuvenation) undertaken by the BRS Government. As a result of these projects, the cultivated area which stood at 1.31 crore acres in 2014 increased to 2.21 crore acres by FY 23. “Therefore, access to irrigation facilities, aligning crops with natural resource endowments and using climate-resilient high-yielding variety seeds, among other interventions, are imperative for improving yields,” the report said.

The State along with Bihar, Gujarat, Odisha and Maharashtra received appreciation for removing restrictions on women working in a wider range of industries and commercial establishments. Fire safety regulations have also been streamlined through use of accredited third parties in Telangana, Assam, Odisha and Tripura.

Telangana was also among the six States which fully implemented GPS-based Vehicle Location Tracking System to monitor real time movement of foodgrain transport vehicles consequent on the introduction of Anna Chakra tol for supply chain optimisation.
