The Kadapa police on Tuesday (January 13, 2026) detained a notorious habitual property offender Dumpala Vinod Kumar (33) of Chapadu mandal in Kadapa district, under the Preventive Detention (PD) Act. Police stated that the accused has been involved in 26 property and theft cases since 2012, for which he was previously detained and sent to jail. Even after his release, he continued committing thefts across various police jurisdictions. Superintendent of Police Shelke Nachiket Vishwanath forwarded a proposal to Collector Sridhar Cherukuri, who issued the PD orders. These orders were served to the accused through the central jail authorities.
